In a scaled Sitecore environment, for the CD server deploy, you can simply extract and drop the files portion of the main package (e.g. Active Commerce-3.0 rev.140121.zip) to your web root. This is typical for Sitecore module installs on a CD environment, especially where the Sitecore admin / master access has been removed. You can do the same for other Active Commerce plugin packages.
